Postpone 2013 barangay election

“Elections, whether national, local or barangay, prove to be conflict-ridden among the populace especially coming from the heels of the very divisive May 10, 2010 polls. During these trying times for our country, division is the last thing that we need,” - Cagayan de Oro City Rep. Rufus Rodriguez said the postponement of the barangay poll will also help unite the country.

Mindanao lawmakers are strongly pushing for the resetting of the October 2013 barangay election to the last Monday of October 2015 not only to reduce electoral expense but also to give barangay officials ample time to complete their projects.

In seeking for the postponement of the barangay poll under House Bill 5654, Rodriguez noted that elections in the Philippines are always a costly exercise, both for the candidate and the government.
He said in the May 2010 national elections, the Commission on Elections (COMELEC) entered into a contract for the automation of the counting of the votes for the amount of P7.2 billion, just for the precinct count optical scan (PCOS) machines alone.

President Aquino receives $1.1-B Malampaya dividend

During the symbolic handover of the Malampaya project’s revenue contribution to the National Government for the year 2011, Aquino accepted a mock check containing the amount of $1.135 billion from Shell Philippines country manager Edgar Chua.

President Aquino received yesterday more than $1 billion as the Philippine government’s share in the Malampaya gas-to-power project, considered as one of the largest and most significant industrial endeavors in the country’s history.

Energy Secretary Jose Rene Almendras, who witnessed the turnover, said the amount was part of the government’s share from the Malampaya project, a joint venture by the government and the private sector.

The Malampaya deep water gas-to-power project is a joint undertaking of the Philippine government and the private sector. The project is spearheaded by the Department of Energy, developed and operated by Shell Philippines Exploration B.V. (SPEX) on behalf of joint venture partners Chevron Malampaya LLC and the PNOC Exploration Corp.

Almendras added that the share is given annually from the total earnings of the project.

He said the amount would go directly to the Malampaya fund being managed by the Department of Finance.

Almendras also expressed hopes that the government would receive the same amount in the coming years if the price and quantity of produce would stabilize. However, the government’s shares would decrease if it would reinvest in Phases 2 and 3 of the project.

“Hopefully, the supply will continue so that’s the same amount of shares and if the price stays as it is that should be the quantity that we should be getting,” Almendras said.

“The only time that it will go down is when we reinvest…This is still the original contract and not the extension yet, there’s a Phase 2 and 3 which will require us to invest so that we can get more gas and prolong the supply of gas because we need gas as much as we can,” he added.

How to Deactivate Facebook Timeline in new interface

Janelle Manahan a Battered girlfriend

“Yes, the person in the video is me,” Janelle Manahan admitted.

The teenager who gave up a budding showbiz career for her boyfriend, Ramgen Revilla is now synonymous with everything a survivor should be:  courageous, driven and blessed with lots of  presence of mind.

But after surviving her boyfriend’s gruesome murder, Janelle has another hurdle to face: the sex video between her and Ramgen.  Uploaded many times over, it laid bare what should only happen in the privacy of one’s bedroom -- in this case,  Ramgen and Janelle’s  bathroom.

Her legal counsel from the GEM Law Office warned that the office won’t go easy on whoever uploaded the video and broke the Anti-Voyeurism Act of 2009.

“Ang mensahe namin sa mga taong patuloy na tumatangkilik sa sex video na yon by clicking on it ay, alam naman natin ang naging motibo dito ay siraan at yurakan ang reputasyon ng isang babae na nakikipaglaban upang makamit ang  hustisya,” says lawyer Renecio `Luke’ Espiritu. “Hindi kami titigil. Hahanapin namin kayo at papanagutin namin kayo sa ginawa ninyo.”  

Janelle is matching her lawyer’s grit with an inner strength the most scandalous sex video can’t break.

“I have to be strong.  Wala akong choice.  Kung hindi ako magiging strong, paano lalabas ang totoo?” she says.

Yes, it’s she and Ram in the video. The other truth, as far as she is concerned, is “Walang ibang capable of uploading (ng video) kundi family nya (Ramgen’s).”

And she will suffer everything and anything to prove this.

As it is, Janelle has suffered more than enough.

“Bilang babae, masakit sa akin kasi I have nothing to hide anymore,” she reveals.

The words don’t have a tinge of bitterness. She’s talking as if she’s  describing what happened to her in school that day.

Impeachment

Impeachment in the Philippines is an expressed power of the Congress of the Philippines to formally charge a serving government official with an impeachable offense. After being impeached by the House of Representatives, the official is then tried in the Senate. If convicted, the official is either removed from office or censured.

Impeachment followed by conviction is often the only way to forcibly remove a sitting official. While "impeachment" is often used to refer to the entire process of removing an official from office, it only formally refers to the indictment stage in the House of Representatives, not the trial stage in the Senate. Under the current Constitution, an official can be impeached if one third of the House of Representatives votes in favor. Since it takes only a simple majority to set the agenda or to adjourn the House, it can be difficult for a minority of one third to bring a vote and impeach an official.

Impeachable offenses

The Constitution limits the offenses to the following: culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust.

In the 1935 and 1975 constitution, betrayal of public trust was not an impeachable offense.

Culpable violation of the constitution, For purposes of impeachment, "culpable violation of the constitution" is defined as "the deliberate and wrongful breach of the Constitution." Furthermore, "Violation of the Constitution made unintentionally, in good faith, and mere mistakes in the proper construction of the Constitution do not constitute and impeachable offense."

According to the Revised Penal Code, treason is defined as "Any Filipino citizen who levies war against the Philippines or adheres to her enemies, giving them aid or comfort within the Philippines or elsewhere."

Bribery, The Revised Penal Code defines bribery in two forms:

Direct bribery is "committed by any public officer who shall agree to perform an act constituting a crime, in connection with the performance of this official duties, in consideration of any offer, promise, gift or present received by such officer, personally or through the mediation of another."

Indirect bribery is "committed by a public officer when he accept gifts offered to him by reason of his office."

Graft and corruption, Any violation of the Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act is an impeachable offense.

Other high crimes or betrayal of public trust, In Francisco Jr. vs. Nagmamalasakit na mga Manananggol ng mga Manggagawang Pilipino, Inc., the Supreme Court purposely refused to define the meaning of "other high crimes or betrayal of public trust," saying that it is "a non-justiciable political question which is beyond the scope of its judicial power." However, the Court refuses to name which agency can define it; the Court impliedly gives the power to the House of Representatives, which initiates all cases of impeachment.

Feast of the Black Nazarene in Quiapo, Manila: A Religious Celebration of Mardi Gras Intensity

Feast of the  Black Nazarene or Pista ng Itim na Nazareno-- happens every year on the 9th of January . Beginning with a holy Mass held in honor of  the Holy Nazarene on the first Fiday of the year, the celebration culminates with a grand  procession where the Black Nazarene, a life-sized,  dark-colored sculpture of  Jesus Christ, bearing the cross on his shoulder, is the focal point.

 The same day each year, thousands  of devotees in maroon-colored shirts and several replicas of the dark-colored statue become the usual sight around the Quiapo Church area and its surrounding streets.

Although crowded and, sometimes, chaotic, the mood during the feast is always festive. Thousands of people with ready smiles occupy the streets; the aroma of  varied street foods fill the air; and, on every corner, eager vendors with all sorts of religious souvenirs can be found. 

The Black Nazarene  procession  commemorates the Traslacion (transfer) of the image to its present shrine in Quiapo.Carved by an anonymous Mexican carpenter, the image of the Holy Nazarene came to  the Philiipines from Mexico in 1606 and was originally enshrined in the first Recollect Church in Bagumbayan (now called Luneta or Rizal Park), before it was transferred,. two years later, to the second Recollect Church of San Nicolas de Tolentino in Itramuros, and, finally,  to its present location in Quiapo Church between 1767 to 1770.

After months of brainstorming, the Department of Tourism just launched their new campaign slogan for 2012: " It's more fun in the Philippines"


Tourism secretary Jimenez describes the slogan as something truly unique.

"What differentiates the Philippines from every [other place] in the world, as we said from the start, is the Filipino. [It's] his special gift for transforming what is already a beautiful place into an unforgettable special place," Jimenez said. "You take two identical islands, put Filipinos in one, it’s going to be more fun there."

a new logo, which is a "banig weave that forms the map of the Philippines. It's very colorful, very graphic, sa biglang tingin [at first glance], it's a pixelized version of the map. It has that very modern feel also,"
The campaign, simple, yet, I think, encapsulizes what this administration is all about---a people-oriented one.

Janelle Manahan & Ram Revilla Video Scandal

Murder victim Ram Revilla and survivor Janelle Manahan had keep trending on online searches not because Filipino nitizens are searching for the murder case update but because of the sex video scandal that was started being shared last week via networking sites.

In relation, the half brother of the Ram Revilla, Senator Ramon Bong Revilla had sought the help of the National Bureau of Investigation (NBI) to find out who released the leaked video scandal to the public.

"Sobrang pambababoy ang ginagawa nila sa kapatid ko. Karumal-dumal na nga ang pagkamatay ni Ramgen, sinisira pa nila ang pagkatao," Senator Bong Revilla said in a media interview last Tuesday.

"Mas grabe pa ang pambababoy na ginagawa nila kay Janelle. Grabe na ang kanyang pinagdaanan, at pilit pa nilang niyuyurakan ang pagkababae nito ngayon," the senator added.

According to sources, the lawyer of the Manahan's camp, Argee Guevarra, confirmed that the video scandal that has been circulating online which shows Ramgen and Janelle having intercourse on a restroom is authentic.

Janelle Manahan's lawyer had accused the family of Ramgen - the Bautista, who released the leaked scandal video online. According to Guevarra, the family of Ramgen, the Bautistas, had Ramgen's laptop where the video was save.

According to Philippine law based on RA 9995 or the Anti Voyeurism Law of 2009 - It prohibits any person from taking photos or shooting videos of a person or group of persons performing sexual acts or capturing the image of the private area of a person/s such as the naked or undergarment-clad genitals, buttocks or female breast without the consent of the person/s involved.

It also prohibits anyone to publicly release the photo or video by any means.

The Manahan camp had accused the Bautista family in releasing the video scandal to degrade Janelle Manahan's personality and for her to lost focus.

The video features the late Ramgen and Janelle Manahan, both naked, doing the deed inside the bathroom.

Janelle Manahan’s camp is suspecting Ramgen’s siblings as responsible for the leakage of their private video in order to silence Janelle from testifying against them with regards to the Ramgen murder case.
Janelle’s lawyer Atty. Luke Espiritu said Ramgen’s siblings have all the access to Ramgen’s personal belongings including the laptop computer where the private video was taken.

“They have the motive. Why? Because the effect of this sex video is precisely in order to harass Janelle Manahan,” he told the media.

Ramgen’s mother, Genelyn Magsaysay, reacted to the accusation.
“Kapag nakita namin ‘yun siguro mas lalong itatabi pa namin ‘yun, hindi namin ‘yun ilalabas kasi kawawa naman ‘yung bata, patay na ‘yung anak ko nasisira pa,” she said.

Ramgen’s family, on the other hand, are pointing fingers to the police department handling the murder case and claim that the laptop is under their custody.

Tyron Perez committed suicide

Tyron Perez may have committed suicide, police said Friday, a day after his body was found inside his car in Valenzuela City.

Senior Police Officer 1 Alex Manalo said that Perez may have killed himself after he was found with a gunshot wound on the right side of his head. He was seated inside a black Toyota Altis (ZSP 875) parked along Service Road C5 Lamesa Ugong, Valenzuela City around 7 p.m. Thursday.

Investigation revealed that Perez and his wife were having arguments lately, which may have prompted him to commit suicide, he said.

Manalo, however, said that the incident may have transpired earlier as some witnesses claimed that the car was seen parked even before 7 p.m.

Recovered from the scene were one spent shell and one live ammunition loaded in a caliber .22 mini gun, Manalo said.
